The Philippine Legislators’ Committee on Population and Development (PLCPD) is looking for an individual consultant who can provide technical assistance to PLCPD and its partner, the United Nations Population Fund (UNFPA), in the process of conducting quantitative, sentiment, and thematic analysis on 2020 social media data on reproductive health.

Objectives of the consultant

  1. Advise UNFPA and PLCPD on quantitative analysis methods,
  2. Provide qualitative analysis expertise to the team, and
  3. Co-write the resulting technical data analysis paper in cooperation with UNFPA and PLCPD, discussing the findings of the analysis methods, including recommendations to further refine the social media data collection and analysis methods of PLCPD and UNFPA.

Qualifications

  • Advanced degree in Medicine, Public Health, Health Policy, Management or Public Administration is required;
  • Degree and training in health information management and/or data analytics is desirable;
  • Prior experience in health policy and research is desirable;
  • With at least 5 years’ experience working in similar capacity;
  • History of working with the Department of Health is desirable;
  • Strong analytical and strategic thinking and a commitment to results;
  • Ability to organize work effectively and to meet planned deadlines;
  • Good interpersonal, convening, and negotiation skills.

The Philippine Legislators’ Committee on Population and Development Foundation, Inc. (PLCPD) is looking for an analyst/writer to prepare a policy brief on the impact of the Mandanas-Garcia Ruling on planning and programming on sexual and reproductive health (SRH) and population and development (PopDev).

Background 

  • Local government units (LGUs) are the frontliners in the delivery of basic services to the Filipinos, including healthcare. To respond to the needs of their constituents, LGUs shall have the financial resources, human resources, technical capacities,  and political will to develop and implement programs.
  • The Supreme Court’s Mandanas-Garcia Ruling will take effect in 2022. This Ruling increases the share of LGUs from 20% of the collection of all national taxes to 40%, significantly increasing the capacity of LGUs to provide social services and implement and pursue programs for development.

Objective of the consultant

  • To prepare an initial analysis of the impact of the Mandanas-Garcia Ruling on the financing for SRH and PopDev and how this in turn would impact the capacities of both national and local government units
  • To put forward recommendations for policymakers both at the national and local levels on how the increased provisions for LGUs can be maximized toward the achievement of national and sub-national plans and targets for SRH and PopDev

Activities of the consultant

  • Submission of initial analysis of the impact the Mandanas-Garcia Ruling on planning and programming on SRH and population and development
  • Presentation of the paper during the conduct of a policy forum with key stakeholders from national government agencies, LGUs, civil society organizations, and other partners

Final output of the consultant 

5-7 page (3,000-4,000 words) analysis report, with annexes if deemed necessary

Timeline

  • March 8-10 –  Finalization of Contract and Terms of Reference
  • March 24 – Submission of first draft of analysis report
  • March 30 – Submission of second draft of analysis report
  • TBD, Quarter 2 – Presentation during a policy forum

The Philippine Legislators’ Committee on Population and Development Foundation, Inc. (PLCPD) is looking for an analyst/writer to prepare a report on the SRHR, GBV, and demographic dividend laws and policies in the Philippines in the context of the Covid-19 pandemic.

Background  

  • Women and girls are disproportionately affected by the COVID-19 pandemic. There is a need to recalibrate advocacy strategies to be able to mitigate the impact of the pandemic, and also adapt to the changing political landscape brought upon by the pandemic. 
  • Key legislation enacted during the pandemic as a direct response to the pandemic includes Bayanihan 1 and 2; there are other laws enacted, and other bills being discussed that are directly and indirectly related to the government’s response to and plans for recovery from the pandemic, including the 2021 national budget.  

Objectives of the consultant 

  • To conduct a review of the policy environment for sexual and reproductive health and (SRH), gender-based violence (GBV), and demographic dividend (DD), especially in light of the current pandemic. 
  • The analysis report will serve as basis for strategy development with key stakeholders (internal and external)  

Activities of the consultant 

  • Submission of analysis/report on the current policy environment for SRH, GBV, and DD in the context of the Covid-19 pandemic 
  • Presentation of key findings during the conduct of a roundtable discussion with key stakeholders (government, NGOs, UNFPA) 

Final output of the consultant 

5-7 page (3,000-4,000 words) analysis report on the SRH, GBV and DD laws, policies and legislation in relation to the Covid-19 pandemic

The Philippine Legislators’ Committee on Population and Development Foundation, Inc. (PLCPD), with the support of the United Nations Population Fund (UNFPA), seeks to contribute on mainstreaming demographic dividend as a lens- and its harnessing a goal- in policymaking. In this light, PLCPD is looking for a consultant who will conduct bill mapping and environment scanning of demographic dividend related bills and policies.

The policy scanning and bill mapping hope to map existing policies and laws on that may contribute to demographic dividend, to identify the gaps in the current policy environment, and to provide recommendations to further mainstream demographic dividend in legislation.

Specifically, this paper seeks to look into the following:

  • the country’s key demographic indicators;
  • existing laws (enacted within the last decade or those that were enacted before but remain landmark in their area) whose meaningful implementation would contribute to demographic dividend
  • mapping of demographic dividend-oriented bills in the 17th Congress (2016-2019) and action that needs to be taken to pursue these bills in the 18th Congress (2019-2022); and
  • recommendations to further mainstream demographic dividend as a lens for policymakers and implementers.

The output of the bill mapping and environment scanning will serve as the starting point for a policy agenda and advocacy action for demographic dividend in the 18th Congress.

Tasks of the consultant
Under the guidance of PLCPD, the consultant shall:

  • propose the outline of the paper,
  • design the research framework and methodology,
  • conduct data-gathering,
  • prepare the analysis and recommendations,
  • prepare the final paper,
  • present the final paper, and
  • perform other pertinent tasks.

Proposed timeline
May 31, 2019 –  Contract signing with consultant
June 24, 2019 – Submission and presentation of first draft of policy mapping
July 1, 2019 – Submission and presentation of second draft of policy mapping

Terms of payment to consultant
The consultant will be paid in the following tranches:

  • 40% upon signing of the contract and agreement on deliverables and timelines
  • 30% upon submission and presentation of the first draft
  • 30% upon submission and presentation of the final version.

The Philippine Legislators’Committee on Population and Development Foundation, Inc. (PLCPD), with the support of the United Nations Population Fund (UNFPA), seeks to contribute to policy reform on reproductive health (RH) by providing policymakers both at the executive and legislative branches evidence, in the form of a policy analys report, of the toll of neglect and inaction on adolescent RH, as well as arguments for institutionalizing policies on adolescent access to information and services on RH through an independent assessment of the RPRH Law.

The independent assessment of the RPRH Law hopes to contribute to improving legislation and policymaking at the executive level on ARH. Specifically, the assessment seeks to look into the following:
– the current ARH situation in the country based on primary and secondary data,
– assessment of existing policy and programs on comprehensive sexuality education,
– how gaps in the policy and program have contributed to such situation, and
– recommendations for addressing policy gaps on ARH.

The output of the assessment would be a Policy Analysis Report, a 50-page comprehensive report that would present an incisive analysis of the issue and present recommendations for policymakers.

In relation to the above, PLCPD is looking for a consultant who will conduct the assessment.

Tasks of the consultant

Under the guidance of PLCPD, the consultant shall:
– design the research framework and methodology,
– conduct data-gathering (desk review of existing data, interviews, focus group discussions,
– conduct the assessment using primary (if applicable) and secondary data,
– prepare the report of the assessment,
– present the results of the assessment, and
– other pertinent tasks.

Proposed timeline

The assessment is expected to be completed within a three-month period, from July to September 2017.

Terms of payment to consultant

The consultant who will conduct the assessment will be paid in the following tranches:
– 50% upon signing of the contract and agreement on deliverables and timelines
– 30% upon submission and presentation of the first draft
– 20% upon submission and presentation of the final version.
