DISCERN Project Outcome Harvesting

The DISCERN Project, co-implemented by PLCPD and We Effect, with the support from European Union, recently gathered for its semestral team meeting, Outcome Harvesting, and Advocacy Fund Project reflections held on September 29 to October 3, 2025, at the Quest Hotel and Conference Center, Cebu City. The five-day event provided an opportunity for partner organizations to collectively reflect on the achievements, challenges, and lessons from the implementation of the DISCERN Project, strengthening collaboration for inclusive, rights-based, and sustainable development initiatives.






Throughout the sessions, participants revisited the project’s outcomes and processes, highlighting the contributions of partners toward advancing human rights, gender equality, environmental protection, and youth participation. The reflections underscored the importance of transparent resource management and continuous capacity building to sustain advocacy efforts across diverse communities, from urban informal settlers and workers in the informal economy to rural farmers and fisherfolk.









The Advocacy Fund Project reflections, in particular, showcased inspiring stories of change from partners who have led transformative initiatives in their localities. As the team moves forward, DISCERN reaffirms its commitment to empower civil society organizations, strengthen policy engagement, and nurture partnerships that drive people-centered governance and development across the Philippines.
