Engaging a wide and diverse range of individuals, groups and organizations, PLCPD has, through the years, become an empowering and building institution, harnessing the people’s active participation in policymaking. It endeavors to equip civil society on policy advocacy and serve as a conduit for them to actively engage the legislature—consolidating their differing viewpoints into legislative expressions that favor population and sustainable human development. PLCPD also takes an active role in shaping public opinion.

PLCPD’s three decades of dynamic advocacy experience in Congress have significantly contributed to the enactment of landmark legislations on human rights and human development. Learnings from this wealth of experience are well-documented to sharpen the institution’s strategies and also to be replicated as best practices. PLCPD’s lived experience in advocacy work forms part of its training program. Our engagement in national and local legislative policy advocacy, and executive, budget, and, media advocacy continue to enrich this program. We have developed skilled policy champions and advocates from Congress, executive agencies, media outfits, civil society organizations, and private institutions. The balance between theory and practice makes our training program unique and sought out not only in the Philippines but also in the region.

The expertise of our trainers are informed and enriched by actual experiences in the field of advocacy. PLCPD Secretariat’s management committee, composed of development professionals who played crucial roles in mounting and implementing successful advocacy campaigns, forms the core of our training team. Among our training consultants and guest speakers are credible personalities in their respective fields – legislators, executive officials, and issue experts from various fields. Those who undergo our training program are always one step ahead in advocacy work.

THE HUMAN DEVELOPMENT ONLINE LINKING AND LEARNING HUB

For 30 years, PLCPD has continued to provide linking and learning platforms for its multisectoral stakeholders. These platforms include learning sessions, policy fora and conferences, roundtable discussions and dialogues, advocacy trainings, and specialized skills trainings. PLCPD believes that an effective learning process is one that links theory with experience. This experience is collectively linked to sharpen advocacy strategies and ensure that policies that will be borne out of the advocacy are rooted with the lived realities of key sectors.

With the onset of Covid-19 as a global pandemic which led to the implementation of strict quarantine protocols in the Philippines and other parts of the world, PLCPD quickly adapted to ensure that it will still be able to provide linking and learning platforms for multiple stakeholders. With its mandate to advocate for human development legislation to expand choices and uplift lives in mind, PLCPD has adapted its platforms to cater to the changing needs of the new normal without sidelining the advocacy for crucial human development issues.

The Human Development Online Linking and Learning Hub is PLCPD’s revolutionary approach to continuing its work to serve as a conduit for change through advocacy and legislative reforms. The Human Development hub takes on different modalities to address the specific needs of stakeholders vis-à-vis their current capacities. Through the Human Development hub, building skills for advocacy work can be sustained despite and especially during the pandemic where political actors – both policymakers and key stakeholders – need all the assistance they can get to uphold rights-based legislation.

Modalities

A digital portal  consisting of IEC materials, related policies, external links, select training-related handouts will be paired with the following modalities to assist the learning curve. The Human Development Online Linking and Learning Hub offers diverse modalities catered to specific or target audiences. These are:

1. Usapang Human Development (UHD) Online Series

The UHD series is the Human Development hub’s fast-paced installment featuring public-facing formats. This free and public series is streamed and uploaded across PLCPD’s website and social media platforms.

The UHD Online Talk Show series is a two-hour talk show launched in April 2020 that aims to provide a platform to raise awareness and bridge meaningful human development concerns that arise and affect the rights and wellbeing of Filipinos during the enhanced community quarantine due to COVID-19 pandemic and to highlight necessary policy recommendations and legislative action. PLCPD puts together representatives from congress, executive branches, and civil society organizations for a multi-perspective exchange and invites comments and questions from the public through FB and YouTube where it is streamed live. It is free and open to the public.

The Spotlight series is an online one-on-one interview which will feature one special guest per episode with the aim of zooming in on specific issues and outlining the perspectives of the special guest. The interview will not be more than 20 minutes, recorded and uploaded on Facebook and YouTube.

The SKL Podcast series will feature a variety of formats to tackle and present advocacy issues. Such formats can include interviews, monologues, scripted multi-genre programs, musical. Each episode will run for 20 minutes and uploaded in PLCPD’s podcast and also stored in flash drives for distribution in areas with limited internet connection.

2. Human Development Linking and Learning Hub: Webinar Series

The webinar series aims to deep dive into policy issues and engage a specific or target audience to streamline policy recommendations. PLCPD will put together representatives from congress, executive offices, civil society organizations and issue experts to achieve this objective. It is a 3 hour thematic policy discussion that is free but by invitation only. (For clients who wish to seek assistance in putting up thematic webinar series, PLCPD’s services can be availed.)

3. Human Development Linking and Learning Hub: Creative Campaigns

PLCPD’s expertise in mounting creative campaigns such as concerts and other high-impact events have been proven effective in moving advocacies. This service will be offered for a fee to prospective stakeholders.

4. Human Development Linking and Learning Hub: Training Program

The training program is an online platform to avail the following: Basic Course on Policy Advocacy; Leadership Training; Policy Development Writeshop. These courses will require fees and are exclusive for requesting parties. The table below is a brief rundown of these courses:
