PLCPD meets with Jalajala Vice Mayor for proposed SF-VF ordinance and ALL4HD
April 15, 2026 | PLCPD, through its Manager for Subnational Advocacy and Partnerships, Ronald M. Papag, met with Vice Mayor Ramil V. Escarmosa of Jalajala, Rizal to discuss the proposed smoke-free and vape-free policy for the municipality. During the meeting, Vice Mayor Escarmosa expressed the support of the Sangguniang Bayan for the proposed ordinance aimed at addressing the growing prevalence of smoking and vaping among young people in Jalajala. He emphasized that the policy would also serve as a preventive measure against smoking-related illnesses and help safeguard the health and well-being of the people of Jalajala.
Mr. Papag also provided the Vice Mayor with an overview of the Alliance of Local Legislators for Human Development (ALL4HD) and presented its legislative agenda and key priorities for 2026. Vice Mayor Escarmosa noted that many of the priorities under the ALL4HD legislative agenda closely align with his own advocacy for Jalajala. He expressed his support for the alliance’s objectives and conveyed his willingness to become part of ALL4HD.
The meeting was facilitated by PLCPD’s former Executive Director and current consultant, Romeo C. Dongeto, who shared valuable insights on the organization’s work and institutional experience, drawing from his 15 years of leadership at PLCPD.
