PLCPD strengthens subnational advocacy work, forms local legislators’ alliance for human development
As part of its efforts to strengthen subnational work, the Philippine Legislators’ Committee on Population and Development (PLCPD), with the support of We Effect, initiated the formation of the Alliance of Local Legislators for Human Development (ALL4HD), whose interim officers met on March 7 to finalize its Constitution and By-Laws and discuss its legislative agenda.
During the meeting, Hon. Lawrence Lemuel H. Fortun, ALL4HD National President, emphasized the need for sustained efforts in advancing the human development agenda at the local level.
On March 8, PLCPD and the officers of ALL4HD—Honorable Fortun (Vice Mayor, Butuan City), Hon. Corazon Raymundo (Councilor, Pasig City), Hon. Ariel P. Duran (Councilor, Basey, Samar), Hon. Joquint Manuel L. Orejola (Councilor, Basey, Samar), and Hon. Honesto M. Zeta (Councilor, Basey, Samar)—met with the Department of the Interior and Local Government (DILG) to discuss the issuance of a DILG Memorandum Circular to encourage participation of local legislators in ALL4HD’s upcoming national assembly and the accreditation of ALL4HD as a civil society organization (CSO) partner of the agency.
ALL4HD is a national organization of local legislators from various provinces, cities, and municipalities nationwide promoting and advocating human development through legislation and good governance. It had its first interim officers’ meeting in August 2023. The PLCPD Secretariat serves as the secretariat of ALL4HD.
