National Advocacy and Policy Development Unit
PLCPD’s frontliner in its policy advocacy at the national level is the National Advocacy and Policy Development Unit (NAPDU). PLCPD, through NAPDU, directly engages legislators and other entities within the legislature in pushing for the enactment of laws on population and human development, as well as in the conduct of congressional oversight on, and increase in budgetary allocations for human development-related laws. Through active networking and coalition-building, PLCPD bridges the legislature, executive, and civil society to gather support and consolidate efforts for policy advocacy.

Local Governance Development Unit
Complimenting its advocacy work at the national level is the development of local policy champions and other stakeholders to become effective advocates of population and human development. PLCPD strives to build the capacity of local government units—especially local legislators and stakeholders of local-level policies—enabling them to competently advocate policy reforms conducive to human development. Local Governance Development Unit (LGDU) leads this program of PLCPD.

Capacity Building Unit
Capacity Building Unit (CBU) organizes various learning and exposure activities for legislators, legislative staff, congressional committee staff, non-government organizations, people’s organizations, government agencies, local legislators and other officials at the local government level, and members of the media, among others, to capacitate them to engage in policy reforms. Capacity building activities of PLCPD include policy forums, policy advocacy training, communications training and message development workshop, workshop on bill drafting and writing ordinance and resolutions, and others.

Communications and Research Unit
Communications and Research Unit (COMRES) leads in the organization’s communications work and media advocacy as well as in the development and management of of the content and creative protocols for the organization’s research projects, publications, campaign collaterals, webiste, and conduct of high-impact activities.
